SCS was founded in 1996 to assist insurance companies and insurance regulators with regulatory and receivership matters. The practice expanded to include receiverships of troubled companies and assets and companies that are the subject of ownership disputes. Mr. Stillman, Manager and founder, is an attorney and was a Certified Insurance Receiver for all lines of insurance for many years. He is a court-appointed Special Deputy Receiver and serves or has served as a receiver of property/casualty, life, health, HMO and surety companies.

The Stillman Consulting team of experienced professionals has served as receiver of a variety of types of companies and bank-owned assets that experience financial or ownership difficulties including but not limited to hotels, ski area, farms, construction firms, partially-completed commercial and residential properties and insurance companies.
Consultant and contractor to the Utah Insurance Commissioner and Idaho Insurance Director;. Served (and serving) as court appointed receiver of numerous insurance company and bank-collateral assets including residential and commercial real estate ventures, hotels, ski area, water park facility, golf course, construction company, apartments and condominium complexes in various stages of completion and entitlement.
The Old Standard Receivership is essentially concluded. Remaining assets have been transferred to the estate manager of Summit Securities in bankruptcy. This estate is now closed.
